Corporate & Operational Support is under the strategic command of Deputy Chief Constable Iain MacLeod and encompasses many of the former Headquarters Departments including:
- Human Resources
- Asset Management
- Professional Standards
- Strategic Development
- Firearms Licensing
- Emergency Planning
In August 2000, a Best Value Comprehensive Strategic Review was commissioned comprising three phases, the first of which was to examine Senior Management and Departmental Structures within the Force.
As a result of this review, the Corporate Management Division was created on 1 December 2000, and provides the opportunity for the Force to meet the needs of a continually changing environment and the relentless drive for continuous improvement and maximum efficiency.
The principle aim of the Division is to contribute to the quality of service provided to local communities by the provision of specialist services and facilities which will assure the maximisation of resources and enhance the professionalism and management of the Force.
One approach adopted to achieve this aim is the introduction of various management groups including the Budget Management Group. This Group is chaired by the Chief Superintendent, Corporate Management, and has senior representation from the Operations Division, Asset Management and the Human Resources Department. As its title suggests, the Group is responsible to the Force Policy Group for the effective management of the Force budget and ensuring that major spends meet with the Force's priorities and aspirations.
An area of major spend in any organisation is on information technology and the Chief Superintendent also chairs a reconstituted IS/IT Board responsible for the introduction and development of the Force's strategic IT policies.
It is essential that human resource and professional standards policies and strategies are co-ordinated and developed and this is achieved through another management group with appropriate senior representation from both Divisions of the Force.
These Groups not only provide effective management tools on which to base strategic decisions, they also provide a corporate and structured approach to such issues between both Divisions and ultimately the Force Policy Group.
